This is a high-profile leadership opportunity, responsible for managing a portfolio of interconnected workstreams operating within a highly regulated environment, with fixed delivery milestones and significant business dependencies.

The successful candidate will take overall accountability for programme delivery, ensuring that regulatory commitments and agreed deliverables are achieved to time, cost and quality. You will play a pivotal role in coordinating resources, managing financial performance, maintaining delivery momentum and providing clear visibility of programme progress, risks and challenges to senior leadership.

With multi-million-pound financial accountability, this role requires an individual who can operate confidently at executive level while maintaining close oversight of programme execution and operational detail.

Key Responsibilities

  • Programme Leadership: Take end-to-end accountability for the successful delivery of a complex, multi-workstream engineering programme, ensuring regulatory commitments and milestones are achieved.

  • Delivery Management: Establish and maintain robust programme governance, delivery structures, reporting mechanisms and stakeholder forums.

  • Financial Management: Maintain oversight of multi-million-pound programme finances, resource allocation, forecasting and cost efficiencies.

  • Stakeholder Engagement: Build and maintain strong relationships across senior leadership, engineering, technology, operational teams, portfolio management and external suppliers.

  • Regulatory Compliance: Ensure programme delivery remains aligned with regulatory obligations, providing progress updates, evidence and presentations to the relevant telecommunications regulator as required.

  • Risk & Dependency Management: Proactively identify, assess and mitigate programme risks, issues and interdependencies, escalating challenges and securing timely decisions where necessary.

  • Resource Management: Ensure the programme is appropriately resourced to meet current and future delivery requirements, managing programme and project team priorities.

  • Strategic Alignment: Coordinate with wider business programmes and ensure alignment with broader transformation and TSA objectives.

  • Operational Delivery: Manage migration requirements alongside business demand, development roadmaps and operational requirements, minimising customer and business impact.

  • Continuous Improvement: Identify opportunities to improve programme efficiency, delivery performance and ways of working.

Essential Skills & Experience

We are looking for an accomplished programme management professional with:

  • Experienced managing complex programmes and large-scale projects.

  • A proven track record of delivering complex, multi-workstream programmes within challenging and highly regulated environments.

  • Experience managing substantial programme budgets and financial accountability.

  • Exceptional stakeholder management skills, with the ability to influence and engage at SLT and C-suite level.

  • Strong experience managing complexity, organisational change and competing priorities.

  • Excellent written and verbal communication skills.

  • Highly developed presentation skills, with the ability to translate complex information, programme dependencies and risks into clear executive-level reporting.

  • Strong analytical capabilities, including the ability to interpret large volumes of data and identify critical insights.

  • Exceptional planning, organisational and prioritisation skills.

  • Proven risk, issue, dependency and change management capabilities.

  • The ability to manage multiple concurrent projects, workstreams and competing business demands.

  • A collaborative leadership style, with a strong personal commitment to delivery excellence and team performance.

Key Stakeholders

You will work closely with a broad range of internal and external stakeholders, including:

  • Senior Leadership Team representatives.

  • Department Heads.

  • Portfolio Leads.

  • Engineering and Technology leadership.

  • Design, Operational and Test Leads.

  • Key vendors and supplier delivery teams.

  • Telecommunications regulatory representatives.

Why This Opportunity?

This is an opportunity to take ownership of a strategically important engineering programme with significant organisational visibility, financial responsibility and regulatory importance.

You will have the opportunity to shape delivery structures, influence senior stakeholders and drive the successful execution of a complex programme of work where strong leadership, commercial awareness and delivery discipline are essential.
